Warren City Council voted Wednesday night on legislation that would regulate the area's massage parlors.
The vote comes after a push from the community and months after an investigation reported by O-N-N's Cristin Severance.
In a ten to zero vote, city council passed the massage parlor ordinance.
The ordinance allows them to regulate the ten massage parlors in the city.
Councilwoman Cheryl Saffold led a two year push for restrictions on the 24-hour-spa's.
Saffold said that the hours can be monitored.
"Before it was a 24 hour operation. Now we are asking the hours be limited," Saffold said.
The massage parlor workers must also be trained.
"It will require 100 hours of training in massage therapy," Saffold said.
The cost of a permit goes up from $600 to $1800.
All changes Saffold believes were long overdue.
"It's vital to our community," Saffold said.
She wants a comprehensive plan from the administration on how the police and health department will enforce the new rules.
