Police, Agents Sort Out Charges Against Escaped Prisoner

COLUMBUS, Ohio - Authorities tried to answer questions of jurisdiction Tuesday, one day after a prisoner escaped from a Youngstown hospital and held authorities in a standoff inside a Hilliard business.

Billy Fitzmorris was supposed to face a federal judge Tuesday morning, but his court appearance was delayed while attorneys sorted out jurisdiction on the various charges he may face.

It began Monday morning in Youngstown where federal agents said Fitzmorris overpowered an armed guard, carjacked a man and drove to Columbus.

The FBI said Fitzmorris robbed two banks, First Citizens in Powell and Ohio Savings in Upper Arlington. Agents said Fitzmorris knew his way around both targets.
 
"He overpowered the employees at gunpoint [and] got into the vault at the other bank," said Columbus police Sgt. Kevin Corcoran.

Fitzmorris then drove to a business in Hilliard where he held police in a standoff while holding a woman hostage, said police. He surrendered hours later and was taken into custody.

Fitzmorris may face federal bank robbery charges as well as charges related to the escape.

The FBI said they are still trying to decide who will charge Fitzmorris with kidnapping.
